Training Specialist

Department of Energy - Agency Wide

This position is part of the Department of Energy (DOE), Office of Intelligence and Counterintelligence. As a Training Specialist, you will be responsible for the intelligence and counterintelligence activities throughout the DOE complex, including more than 30 intelligence and counterintelligence offices nationwide.

There are no specific education requirements or substitution of education for experience for this position.

This is an Excepted Service position. This appointment will not confer Competitive Service career-conditional or career tenure status. This means that if you are selected, you would have to compete with other applicants in open competition to meet requirements for another Federal position, unless you meet the requirements for reinstatement. Applicants who voluntarily convert from the competitive service, Senior Executive Service, or other pay systems to a non-time limited appointment under this excepted service authority are not afforded “fallback rights” to the pay system previously assigned prior to conversion.

At the full performance level GS-14, Training Specialist, you will:

  • Manage, coordinate and administer the professional and technical training needs for the Office of Intelligence and Counterintelligence (IN) on an ongoing basis through needs assessments, surveys, meeting with constituent groups, interviews, and consulting on organizational requirements.
  • Manage the design and develops training programs or plans responsive to IN needs, including but not limited to, new employee orientation, in-service workshops on technical and professional development topics, and supervisor, management and leadership training.
  • Serve as the IN Workforce Wellness Coordinator providing technical advice to senior management and promote and oversee IN’s wellness program.
  • Collaborate with Directorate and Division managers regarding employee training and development and manages employees with individual development plans and career planning.

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate’s online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-13 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following

  1. Assisting with the development of training programs tailored to meet the specific needs of employees while also aligning with the organization’s goals and objectives.
  2. Providing guidance on professional training requirements, developmental approaches, and training priorities to achieve mission goals.
  3. Monitoring educational procedures related to training options, requirements, and standards to ensure alignment with policy and training objectives.

“Experience” refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
