SUPVY CONTRACT SPECIALIST (COCO)

This vacancy is for a Supervisory Contract Specialist, GS-1101-15, Chief of Contracting Office (COCO), located in the Department of Homeland Security, United States Coast Guard, Surface Forces Logistics Center, Contracting and Procurement Division, Baltimore, MD. This position does have a positive education requirement. EDUCATION:
A 4-year course of study leading to a bachelor’s degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade.

The incumbent of this position serves as the Chief of the Contracting Office (COCO) for the Surface Forces Logistics Center (SFLC), Baltimore, MD. The incumbent oversees the operations of the Contracting and Procurement Division (CPD), and as such provides technical expertise, oversight and supervision for the Division’s contracting/procurement functions.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

– Leads the SFLC Contracting and Procurement Division as the expert in the contracting field of supplies and services, and ship repair availabilities;

– Makes decisions on all matters for SFLC’s contracting programs impacting the Division.

– Has full responsibility for SFLC contracting and procurements involving such areas as: state-of-the art systems and subsystems, engineering and technical support services; large supplies and ship repair availabilities;

– Providing oversight to the full range of contract administration actions required for the contracting and procurement program, including the issuance of contract modifications, negotiation of changes, exercise of options, investigation and resolution of contractor delays, contractor performance appraisal, subcontractor surveillance, disposition of claims and similar matters;

– Performing the full range of supervisory and management duties and responsibilities.

Basic Requirements: This position has a positive Education Requirement in addition to at least one year of Specialized Experience or substitution of education for experience or combination (if applicable) in order to be found minimally qualified. To qualify at the GS-15: Applicants must have at least one year of specialized experience equivalent to the GS-14 level in the Federal service. Directly related experience must have involved applying contracting principles, laws, regulations and procedures sufficient to plan, develop, implement, and maintain all aspects Applying contracting principles, laws, regulations and procedures sufficient to plan, develop, implement, and maintain all aspects of one or more major systems contracts; applying knowledge of a procurement functional area sufficient to provide expert technical leadership, staff coordination, and consultation; formulating guidelines, implementing new developments, and providing policy interpretation; performing in-depth evaluations of the financial and technical capabilities, or the performance, of the contractor anticipating problems and providing advice to project personnel on effective implementation and time frames required.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Specialized experience must include the following:

1. Knowledge of contracting and acquisition principles, laws, statutes, Executive Orders, regulations and procedures.

2. Knowledge of cost/price analysis and contract types, methods, and techniques for complex supply and service contracts.

3. Knowledge of negotiation techniques to conduct contract negotiations.

4. Ability to communicate orally.

NOTE: Education cannot be substituted for experience at this grade level.
