You will serve as a SUPERVISORY IT SPECIALIST (NETWORK/CUSTSPT) in the LNSC ATSUGI (ATN8) of NAVCOMTELSTA FE DET ATSUGI JA.

The President has ordered a government-wide hiring freeze subject to certain limited exceptions. This position is subject to the hiring freeze. Although we are moving forward with the consideration of candidates, we will not make a selection for this vacancy announcement unless and until the position is no longer subject to the hiring freeze. Conditions Of Employment Continued:

This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.

Additional Information Continued:

This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

PPP applicants will be placed at the FPL, if determined Well Qualified (WQ). To receive priority consideration, the FPL must be the same grade level or equivalent of the retained grade or the grade held immediately prior to separation. Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled.

Qualifying experience would be demonstrated by having one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:

1. Attention to Detail – Is thorough when performing work and conscientious about attending to detail.

2. Customer Service – Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

3. Oral Communication – Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

4. Problem Solving – Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

In addition to the experience demonstrating the four competencies above, you must have one year of qualifying experience in the federal service or equivalent experience in the private or public sector that is directly related to the position, and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Successful candidates will have experience with Personnel Management, Customer Service, Network Management, Project Management, Information Assurance, Process Improvement, Budget Planning and Execution, and holding a current certification or degree to qualify as CSWF 752 Cyber Policy and Strategy Planner at the Intermediate level. Additional certification or educational experience in the IT field such as an undergraduate or graduate degrees in tech or management from an accredited university or certifications, such as Certified Authorization Professional, CompTIA Security+. Certified Chief Information Security Officer (CCISO), Certified Information Security Manager (CISM), Certified Information Systems Security Professional (CISSP), CompTIA Advanced Security Practitioner (CASP+), GIAC Security Leadership Certification, Lean Six Sigma, and Project Management Professional are favorably viewed. Experience working with DoD networks and military personnel highly recommended.
