This vacancy is for a GS – 0080 – 9/11/12, Security Administrator located in the Department of Homeland Security, U.S. Coast Guard, CG R and D CENTER SUPPORT DIVISION.

You will serve as a Security Administrator the incumbent is the command’s principal advisor in the areas of safety and hazardous material management. The incumbent will be the authoritative source of security for USCG’s Research and Development Center (R&D Center).

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

  • Developing, implementing, and monitoring policies, instructions, procedures, control system, and methods for different functions regarding to many security aspects in the organization.
  • Coordinating and submitting security clearances packages for authorized personnel to the R&D Center.
  • Reviewing plans for proposed or new projects to assure the presence of adequate planning for information security and other controls.
  • Providing technical safety training to supervisors and employees using a wide variety of different kinds of training resources.
  • Investigating and documenting mishaps and injuries while performing cost analyst for damaged property and report findings and recommendation for corrective action.
  • Instructing employees on a variety of safety and occupational health strategies on chemical, biological or physical safety, laboratory safety needs or ventilation requirements.

Basic Requirements: This position has a positive Education Requirement in addition to at least one year of Specialized Experience or substitution of education for experience or combination (if applicable) in order to be found minimally qualified. To qualify at the GS-9: Applicants must have one year of specialized experience equivalent to at least the GS-07 level in the Federal service.

Specialized experience at this grade level includes:

  • experience conducting research for intelligence information
  • experience providing administrative sup to a security program
  • experience using automated systems to retrieve data and providing information

OR applicants may substitute successful completion of 2 years of progressively higher-level graduate education or Master’s or equivalent graduate degree (such as an LL.B or J.D).OR a combination of appropriate specialized experience (as described above) and graduate education (as described above) that is beyond the first year of progressive graduate study to meet the qualification requirements.

At the GS-11: Applicants must have one year of specialized experience equivalent to the GS-09 level in the Federal service.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

OR

Ph.D. or equivalent doctoral degree

OR

3 full years of progressively higher-level graduate education leading to such a degree.

OR

LL.M. if related.

At the GS-12: You must possess at least one year of specialized experience equivalent to at least the GS-11 grade level. The primary differences between the GS-11 and 12 levels are that GS-11 incumbent is expected to perform with minimal supervision and advance into a GS-12 level position (non-supervisory) requiring little supervision and the ability to understand and act on implied intent, vision, and with autonomy.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Examples include: Providing facility safety and security contingency preparedness planning; preparing and validating plans for the effective and efficient response to all facility safety and security contingencies; serving as action officer responsible for facility safety and security planning, including exercises planning. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
