Job Description
The shore- based On-site Representatives (OSR) shall serve as the Hull, Mechanical, and Electrical (HM&E) coordinator. They will coordinate and support the onboard Ship Riders to provide troubleshooting, casualty identification, rider rotation planning, and repair support.
Responsible for assisting the LMA and advising SRF DET Singapore with liaison/reach back support to In –Service Engineering Agent (ISEA) and Original Equipment Manufacturer (OEM)resources.
Coordinating with the Government PM/COR, arrange and coordinate the troubleshooting of all HM&E systems onboard the LCS-2 variant.
The primary place of performance is the Forward Operating Site (FOS) Singapore, where the Ship Repair Facility Detachment Singapore (SRF DET Singapore) and the FLEET LOGISTICS CENTER (FLC)

Required Skills and Education
- The OSR shall currently maintain an active secret security clearance before the start of this contract.
- Bachelor’s Degree in an Engineering discipline
- The HM&E OSR should have a minimum of fifteen (15) years of leadership experience on complex repairs in a marine environment and have experience conducting inspections, surveys and repairs onboard US Navy vessels.
- The HM&E OSR should have a thorough understanding and ability to direct all types of inspections, repairs and testing of marine equipment with a demonstrated knowledge of ship operations, reliability engineering, maintenance concepts, programs and procedures.
- HM&E OSR should be familiar with the development of work items, drawings, analysis, cost estimate and technical reports for various ship repair projects and must have LCS Independence Class or EPF experience.
- Further, the HM&E OSR shall have a minimum of two (2) years of experience using word processing PC based programs such as Microsoft Word or equivalent; and spreadsheet PC based programs such as Microsoft Excel or equivalent
- Shall be able to work cohesively with Ship Repair Facility Detachment Singapore leadership, internal & external personnel to timely meet schedule demands and work tasks to satisfactory closure.
- Experience shall include the coordination of technical personnel and management of subcontractors from numerous labor trades including Original Equipment Manufacturers (OEMs), riggers, crane operators, transportation and industrial marine trades.
- The HM&E OSR should have the ability to effectively communicate the status of operations on a daily basis via written or voice communications, generate detailed reports in a clear, concise and timely manner, and provide detailed summary reports at the completion of operation
