This position is part of the Defense Security Cooperation Agency. The incumbent will be responsible for serving as an End Use Monitoring (EUM) Program Manager for DoD’s Golden Sentry program. Substitution of education may not be used in lieu of specialized experience for this grade level.
As a PROGRAM MANAGER (EUM) at the GS-0340-14 some of your typical work assignments may include:
- Serves as an End Use Monitoring (EUM) Program Manager for DoD’s Golden Sentry program. Golden Sentry is the program under which EUM is executed for all U.S. origin defense articles and services provided to foreign customers or international organizations under the Security Assistance (SA) umbrella.
- Oversees and manages the Security Cooperation Information Portal (SCIP) helpdesk and and EUM repository; responsible for developing and implementing strategic plans, prioritizing tasks, identifying requirements, overseeing the analysis, design, and functionality of the system.
- Works closely with Geographic Combatant Commands (GCCs) and Security Cooperation Organizations (SCOs) associated with those countries and organizations to ensure defense articles and services exported via Foreign Military Sales (FMS) and Foreign Military Financing (FMF) programs comply with EUM requirements.
- Develops, promulgates and monitors assigned Partner Nation EUM policies and procedures required to ensure these Security Cooperation programs operate in an effective and responsive manner in support of applicable laws.
- Serves as subject matter expert and advisor to SCOs, CCMDs, DSCA stakeholders and other Federal personnel decision makers, providing critical assistance on major EUM issues.
- Conducts outside the continental United States temporary duty assignments to execute defense article accountability inventories and physical security inspections in support of applicable laws.
You may qualify at the GS-14 grade level, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
- Overseeing portfolios of assigned partner countries and international organizations to ensure that defense articles and services are exported
- Developing, implementing, managing, and executing Security Cooperation policies, processes, and procedures
- Applying End Use Monitoring (EUM) monitoring principles to Foreign Military Sales (FMS) programs
- Conducting in-country inspections and performing comprehensive analysis of a given foreign partner’s activities on defense articles and services procured from the United States.
