This vacancy is for a GS – 0301 – 12, Marine Transportation System Specialist (Cyber) located in the Department of Homeland Security, U.S. Coast Guard, SECTOR LOWER MISSISSIPPI INSPECTIONS DIVISION. This position does NOT have a positive education requirement. You will serve as a Marine Transportation System Specialist (Cyber) and be responsible for the implementation and enforcement of all hazards and cybersecurity related executive orders, acts, regulations, laws, and Coast Guard policy supporting the safety and security of ports, maritime facilities, vessel, and waterways. Develops operational cybersecurity policies and assist in the implementation of policies, plans, procedures, and exercises for all cyber incidents that impact the marine environment, port security, or marine transportation.
Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:
- Establishing and maintain communication channels with stakeholders.
- Reviewing existing and proposed policies with stakeholders.
- Collecting and maintaining data needed to meet system cybersecurity reporting.
- Assisting in identifying, prioritizing, and coordinating the protection of critical cyber defense infrastructure and key resources.
To qualify at the GS-12 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

STRONG PREFERENCE for those with experience that impacts the marine environment, port security, or marine transportation.
Specialized experience includes the following:
- Experience establishing and maintaining communication channels with stakeholders;
- Experience assisting in the development of cybersecurity plans, strategy, and policy to support organizational cybersecurity initiatives and regulatory compliance;
- Experience in collecting and maintaining data needed to meet system cybersecurity reporting;
- Experience assisting in the implementation of policies, plans, procedures, and exercises for all cyber incidents; and
- Experience in identifying, prioritizing, and coordinating the protection of critical cyber defense infrastructure and key resources.
NOTE: Education cannot be substituted for experience at this grade level.
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Recruitment Incentive
Selectee(s) for this position who are newly appointed to a permanent position are authorized to receive a one-time recruitment incentive of 10% of the salary, including locality for this position. Receipt of the bonus will require a 12-month service agreement. “Newly appointed” refers to the first appointment (regardless of tenure) as an employee of the Federal Government, an appointment following a break in service of at least 90 days from a previous appointment as an employee of the Federal Government, or, in certain cases, an appointment following a break in service of less than 90 days from a previous appointment as an employee of the Federal Government.

Relocation Incentive
Selectee(s) for this position who are current federal employees on permanent appointments and will be moving outside of the current commuting area of their current position to accept this position are authorized to receive a one-time relocation incentive of 10% of the salary including locality for this position. Receipt of the bonus will require a 12-month service agreement. The employee must establish a residence in the new geographic area prior to payment.
Student Loan
Selectee(s) for this position who are newly appointed to a permanent or term position may be eligible for student loan repayment up to $10,000 (pre-tax) for one calendar year. More than one loan may be repaid if the combined repayments do not exceed $10,000. Receipt of this incentive will require a three-year service agreement.
