
Architect of the Capitol
This position is located in the Architect of the Capitol (AOC), Office of the Chief Security Officer (OCSO), Administrative Services Division. The Management & Program Analyst performs tasks in support of program and administrative functions including budgeting and financial management, procurement and inventory controls, human resources, records management and special projects and studies.
No education substitution.
Duties quoted at GS-12 level; candidate will have non-competitive promotion potential to the GS-13.
As a Management Analyst you will:
- Prepare documentation necessary for budget submissions. Review projected budget needs and prepare requirements statements. Identify mission task costs.
- Develop cost estimates based on projected manpower and other cost-based considerations.
- Monitor expenditures to ensure compliance with budget authorizations, regulations and agency requirements.
- Overseeing the procurement of furniture, equipment, supplies and services.
- Prepare requisitions and serve as Contracting Officer’s Representative (COR).
- Perform market research and costs analyses and comparisons for procurements and maintenance agreements.
- Analyze current management programs and evaluate their effectiveness and efficiency in achieving intended mission objectives.
- Recommend changes to workflow and processes as need to improve the effectiveness and efficiency of resource management and program operations.
- Gathers information and identify and analyze emerging and long-term management issues.
- Review audit findings prepared by agencies such as Government Accountability Office (GAO) and the AOC Inspector General.
- Prepare recommendations to the Director regarding actions required to resolve findings.
- Perform procurements from the time of receipt of purchase request, through negotiations with vendors, source selection, award and final delivery.
- Reconcile credit card accounts monthly and resolve problems to balance accounts.
- Process purchase requests by screening and reviewing the request for completeness and accuracy, ensuring available funds, determining the appropriate purchase method in accordance AOC policies and consistent with FAR regulations.
- Determine the availability of mandatory sources, requesting quotes, selecting a vendor, resolving problems, documenting modifications to original agreements and maintaining required documentation. Determine the method of purchase: existing contract, open market, Federal Supply schedules, etc.
- Analyzes current management programs and evaluates their effectiveness and efficiency in achieving intended mission objectives.
- Recommends changes to workflow and processes as needed to improve the effectiveness and efficiency of resource management and program operations.
- Reviews administrative audit and investigative reports to determine appropriate changes or corrective action required.
Responsible for utilizing a thorough knowledge of and compliance with applicable AOC and Occupational Safety and Health Administration (OSHA) safety rules and regulations to ensure that work progresses in a safe manner and to initiate or take corrective action on unsafe conditions in managed areas.
Performs other related duties as assigned.

To be creditable, an applicant’s one full year (52 weeks) of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
To qualify at the GS-12 level, your resume must clearly demonstrate that you have one full year (52 weeks) of specialized experience comparable in difficulty and responsibility to at least the GS-11 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis:
(1) Providing recommendations of methods and procedures for the conduct of administrative support functions or program operations.
(2) Assisting with the qualitative and quantitative analyses used to assess and improve program effectiveness.
(3) Reviewing requests for procurement of complex equipment and services; and
(4) Performing cost benefit evaluations and price analysis of large scale organization projects.
To qualify at the GS-13 level, your resume must clearly demonstrate that you have one full year (52 weeks) of specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis:
