This vacancy is for a GS – 0080 – 13, LEAD SECURITY SPECIALIST (PORT) located in the Department of Homeland Security, U.S. Coast Guard, SECTOR OHIO VALLEY CONTINGENCY PLANNING and FORCE RDNS STF. This position does not have a positive education requirement. College Transcript: If you are qualifying based on education, submit a copy of your college transcript that lists college courses detailing each course by the number and department (i.e., bio 101, math 210, etc.), course title, number of credit hours and grade earned. You will serve as a LEAD SECURITY SPECIALIST (PORT) and be responsible for serving as port security subject matter expert responsible for the implementation and enforcement of maritime transportation security related executive orders, Acts, regulations, and laws supporting the safety and security of ports and waterways. The incumbent leads the efforts of and provides technical guidance to four subordinate Port Security Specialists (PSSs), located in Pittsburgh, PA, Huntington, WV, Paducah, KY, and Nashville, TN, serving a total of eight Area Maritime Security Committees (AMSCs)..
Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:
- Captain of the Port’s (COTP) representative on Area Maritime Security Committees (AMSC) and other Port Readiness Committees with a maritime nexus
- Performs Port Security Liaison Activities
- Coordinates Coast Guard Captain of the Port (COTP) review of DHS Port Security Grant Program (PSGP) and other programs and initiatives that may impact maritime security
- Develops, Installs, and Manages Security Programs
- Leads GS-0080-12 Port Security Specialists (Pittsburgh, PA; Huntington, WV; Paducah, KY; Nashville, TN). Provides leadership, policy guidance, and coordination to accomplish port security goals
To qualify at the GS-13 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

- Providing Maritime Security preparedness planning, subject matter expertise and technical support for Area Maritime Security (AMS) Plans (AMSP’s) and procedures
- Ensuring all committee records and plans are properly maintained
- Serving as Sector representative on working groups and coordinating a wide variety of sensitive and complex tasks encompassing the entire spectrum of maritime and port security
NOTE: Education cannot be substituted for experience at this grade level.
