Electronic Health Record Modernization

The IT Project Manager is located in the Technology and Integration Office (TIO). The Information Technology Project Manager serves in the following program areas:
(1) Administration Solutions Applications Transition Team
(2) Health Data Products Applications Transition Team or
(3) Ancillary Solutions Applications Transition Team for the U.S. Department of Veterans Affairs Electronic Health Record Modernization (EHRM-IO).

The is no education substitution for the GS-13 grade level.

  • Responsible for Project Management and oversight of EHRM-IO Information Technology Projects.
  • Managing and coordinating various projects and program-level operations.
  • Serve as a facilitator and coordinator of high-level projects.
  • Negotiate reimbursements from customers and manage obligation of customer funding.
  • Participate in the requirements identification, analysis, and, proposed solution for current and future EHRM-IO IT capabilities

Work Schedule: Monday- Friday 8:00 am-4:00 pm

For GS-13 and above: Experience that demonstrated accomplishment of computer project assignments that required a wide range of knowledge of computer requirements and techniques pertinent to the position to be filled. This knowledge is generally demonstrated by assignments where the applicant analyzed a number of alternative approaches in the process of advising management concerning major aspects of ADP system design, such as what system interrelationships must be considered, or what operating mode, system software, and/or equipment configuration is most appropriate for a given project.

For the GS-13: To meet the basic requirements for the Information Technology (IT) Management Series 2210, you must possess experience:

Experience: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions, individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

Attention to Detail – Is thorough when performing work and conscientious about attending to detail.

Customer Service – Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

Oral Communication – Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

Selective Placement Factor – The Selective Placement Factor for this position is extensive experience applying the principles, methods, and techniques of information technology (IT) assessment, planning, management, monitoring, and evaluation, such as IT baseline assessment, functional analysis, contingency planning, and disaster recovery.

GS-13 grade level: One year of specialized experience (equivalent to the GS-12 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA’s) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization.

Specialized Experience is defined as on-the-job experience in developing new and emerging technology applications and their impact on business processes; architectural methodologies used in the design and development of information systems; implementing systems life cycle management concepts used to plan, develop, implement, operate, and maintain information systems; and applying systems analysis concepts.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
