INTELLIGENCE OPERATIONS SPECIALIST

DCSA’s Field Operations Directorate is seeking highly motivated CI professionals to serve as CI Analysts to help detect, understand, and anticipate Foreign Intelligence Entity (FIE) threats to DCSA, the trusted workforce, and cleared industry. In this role you will work directly with field mission elements and collaborate closely with analytic elements at HQs and partner agencies. This is a great opportunity for those with knowledge of FIE tradecraft and broad experience in CI analysis. Substitution of education may not be used in lieu of specialized experience for this grade level.

As a INTELLIGENCE OPERATIONS SPECIALIST you will be responsible for the following duties:

• Provides analytical products involving all-source intelligence analysis on Foreign Intelligence entities (FIE) posing threats to US national security and integrating intelligence data to generate coherent analysis and reports.

• Act as a key contributor to the Region’s Integrated Element — following the establishment of a need to know, the CI analyst will review relevant materials, then research, gather, analyze, and articulate/brief the Integrated Element on any salient FIE threat information as appropriate.

• Provide industrial security threat information and CI-related information to CI organizations (DCSA CI agents along with partner CI elements (FBI, Army CI, OSI, NCIS)) supporting the Defense Industrial Base (DIB) within the Region Area of Responsibility.

• Conduct liaison with FBI analysts, the Defense Criminal Investigative Organizations’ analysts, and other DoD analytic elements to exchange information regarding FIE activity and foreign collection threats to Research, Development, and Acquisitions (RDA) throughout the Region Area of Responsibility.
• Review RDA-affiliated documents, program protection plans, and Intelligence Information Reports to assist in developing threat awareness training and requesting analytical support pertaining to facilities within the Region Area of Responsibility.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-12 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Experience with analyzing defense intelligence topics, including infrastructure, cyber, or human terrain to determine Foreign Intelligence Entity threats to US interests. Utilizes experience with the National Industrial Security Program and the DoD Personnel Security Program process sufficient to correlate counterintelligence issues emerging in cleared industry. Identify, review and interpret new data sources and combine information from disparate sources to help Stakeholders understand their mission environment through intelligence production. Utilize IC-standard intelligence and production tools, databases, techniques, and intelligence information systems to achieve required mission objectives.
