About the position: This regular full-time position will be assigned to the NAF Human Resources Office at Edwards AFB, CA and guarantees 35-40 hours per week. Human Resources Assistants perform duties in an accurate and timely manner, provide excellent customer service, and work independently and as part of a team.

This is a Regular Full Time (RFT) position with benefits (medical, dental, life insurance, retirement, 401(k), and annual/sick leave.
Some federal jobs allow you to substitute your education for the required experience in order to qualify. This position does not allow for education substitution.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying.

  • Assists in providing recruitment and placement services to NAF activities by procedurally processing a full range of personnel actions such as appointments, position and pay changes, transfers, and separations.
  • Maintains vacancy lists and announcements.
  • Checks for presence of necessary documents, completion of items in each document, and arrangement of necessary documents in proper sequence. Checks items for conformance to applicable laws, regulations, etc. Contacts appropriate sources to secure missing data or documents.
  • Provides specific information to NAF employees regarding personnel matters including, but not limited to: insurance, retirement, 401(k), workers’ compensation, and awards, found in commonly used regulations, instructions, or manuals.
  • In-processes new employees, providing an overview of employee benefits and assisting in the completion of employment documents.
  • Maintains Official Personnel Folders and other required files (both paper and electronic).
  • Processes and tracks security checks (to include installation records checks, state criminal history repository checks, and background checks).
  • Inputs personnel data into the automated NAF personnel data system to process a variety of personnel actions.
  • May requisition forms and post changes to directives.
  • May assist in the NAF Locality Wage Survey Committee.
  • Assists in analyzing, evaluating, and classifying positions in a variety of occupational groups and grades.
  • May assist in performing desk audits, self-audits, and QC checks.
  • May develop official memoranda, spreadsheets, slides, etc. as required.
  • May conduct self-inspections within HRO and management.
  • Assists in tracking and routing labor related documents.
  • Runs reports from various personnel systems to check for system errors, regulatory requirements, and correctness.
  • Performs other duties as assigned.

Qualifying Experience:

  • Applicant must have experience in responsible clerical or office work of any kind in which the applicant demonstrated the ability to perform satisfactorily at the pay band level of the position.
  • Experience that required the applicant to acquire and apply knowledge of the rules, regulations, procedures, and program requirements of one or more areas of a personnel system is required.
  • Must possess skill in dealing with the public.
  • Typing skills are required.
  • Must be able to read, write, and speak English.
  • Knowledge of office automation software (MS Windows; MS Office, including PowerPoint, Word, Publisher, and Excel) is desired.
  • Knowledge of employee/labor relations and collective bargaining agreement is preferred.
  • Must be able to obtain and maintain a T3/Secret Security Clearance.
