About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Intelligence and Security Command, Mission Support Command, Stable Shadow Program in Erbil, Iraq. Army DCIPS positions apply Veteran’s Preference to preference eligible candidates as defined by Section 2108 of Title 5 U.S.C., in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

To qualify based on your experience, your resume must describe at least one year of experience equivalent to the GG/GS-12 that prepared you to do this job. Specialized experience is defined as 1. Experience as a translator for multiple languages such as Sorani, Koranji, and Arabic, 2. Experience as a Cultural Advisor for an intelligence agency. This definition of specialized experience is typical of work performed at the next lower grade/level in the Federal service (GG/GS-12).

Position may be designated Emergency Essential (E-E) in support of mobilization and wartime mission. If designated E-E, employee will be required to remain in the overseas position in the event of hostilities or mobilization until relieved by proper authority. E-E employees are required to undergo nuclear-biological and chemical training and to participate in readiness tests, mobilization, alerts, and field training exercises. Employee must pass a medical examination and receive required immunizations for the overseas/deployed location. Prior to appointment to the position, employee will sign a statement agreeing to the E-E condition of employment. Emergency Essential employees must be exempted from military mobilization or recall obligations by being placed in the Standby Reserve or other appropriate action. Emergency Essential Civilians are required to sign a DoD Form 2365. (See DoDD 1200.7, DoDD 1404.10, DoDD 1400.31, DoDD 1400.32; and AR 690-11).

Must meet the requirements under the Lautenberg Amendment/Domestic Violence Misdemeanor Amendment to the Gun Control Act of 1968. Must be able to pass a Criminal History Background Check. Candidates with convictions of misdemeanor crime of domestic violence are ineligible for this position. Candidates under consideration will be required to certify whether they have ever been convicted of such an offense. False or fraudulent information provided by candidates is criminally punishable by fine or imprisonment IAW Title 18 USC 922(g) (91).16. Must complete initial and periodic Child Care Background Checks IAW DoD-I 1402.05 and AD 2014-23.
