MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). Online resumes must demonstrate qualification by providing specific examples and associated results, in response to the announcement’s mandatory criteria specified in this vacancy announcement:

1. Demonstrated experience in budget execution or budget formulation and justification.
2. Demonstrated experience using financial databases, systems, and spreadsheets to accomplish budget/execution related tasks.
3. Demonstrated experience recommending solutions and/or corrective actions for financial issues.
4. Demonstrated experience researching, drafting, or coordinating recommendations in response to budget-related inquiries from internal or external customers.

EDUCATION REQUIREMENT: A. Education: Bachelor’s degree from an accredited college or university in Accounting, Business Administration, Business Management, Business Information Systems, Finance, Public Administration, or a related field. -OR- B. Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of coursework in any area listed in option A, plus experience in Accounting, Budget Analysis, Financial Analysis, or a related area that demonstrates the ability to successfully perform the duties associated with this work. As a rule, every 30 semester (45 quarter) hours of coursework is equivalent to 1 year of experience. Candidates should show their combination of education and experience totals 4 years. -OR- C. Experience: A minimum of 4 years experience in Accounting, Budget Analysis, Financial Analysis, or a related area that demonstrates the ability to perform the duties associated with this work.

DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired:

1. Knowledge of Planning, Programming, Budgeting, and/or Execution (PPBE) processes and it’s functions.
2. Demonstrated experience evaluating budget estimates, summarizing budgets, and submitting recommendations for the approval or disapproval of funds requests.
3. Experience applying knowledge of budget execution policies and procedures while reviewing, analyzing and advising leadership on the progress and timeliness of satisfying deliverable timelines.
4. Ability to obtain DoD FM Certification, Level 2, within two years of onboarding.
5. Ability to obtain DAWIA certification in business financial management at the practitioner level within five years.
6. Demonstrate ability to utilize tools such as Tableau, Visio, MS Project, Access or related systems building financial management tools to depict/present analytic findings visually.
