This job has a screen-out element which will be used to determine minimum eligibility for this job. Applicants who do not receive a minimum of two points on the screen-out element(s) will be found ineligible. The Screen-out Element for this position is: Ability to do the work of the position without more than normal supervision; 1) Know the principles of a steam and hydronic heating system, understand basics and operation of hydraulic and air systems; have the ability to sketch pipe systems showing location, pitch and other required information; 2) Understand purpose and operation of regulators, valves or other controlling devices generally used in the trade and familiar with the use of a majority of tools and devices of the trade; typical are cutting and threading tools, portable and fixed mounted, hydrostatic test equipment, acetylene of other hand and powered tools that are essential to the trade. 3) Must be certified for high pressure boiler operation and must possess a valid third class operator’s license using the National Association of Power Engineers criteria or NJ State equivalent; completely familiar with the principles and safety requirements essential for high pressure steam; understand and be familiar with all controls, regulators and safeties, their purpose and method of operator; understand oil burning equipment and its control; methods and reasons for treating water for boiler use; basic understanding of a 480 volt electric generating plant and the precautions to be used and steps to be taken to shut down or adjust to conditions. 4) Must have skill in procedures and adjustments necessary to start, operate, and maintain a power boiler facility; comprehensive knowledge of the entire system in order to locate problems and determine action necessary to maintain adequate steam production. In the event of a breakdown or malfunction of equipment, the incumbent is responsible for knowing the appropriate action to take. In the absence of written contingency procedures, the incumbent must have the ability to decide whether to shut down boiler and, if so, whether equipment still in operation can handle the load or whether to fire up another boiler. 5) Skill and knowledge to independently install, modify, and repair new and existing piping systems and equipment such as, steam -heating, steam generation, flash and expansion tanks, condensate, and circulating pumps. Ability to plan and lay out the installation, modification, and repair of various new and existing piping systems and equipment.
