The Air Force Special Operations Command Air Commando Training Support (AFSOC ACTS)/AFSOC ACT II Program plays a pivotal role in ensuring Air Force personnel receive top-tier training through innovative and integrated solutions. Our Mobility and Distributed Training Solutions (MDTS) sub-market segment within Air and Commercial Solutions (ACS) is committed to advancing training capabilities that enhance operational readiness.

THE WORK

As the Proposal Lead/Program Manager, you will be at the forefront of shaping the future of AFSOC training by leading the development and execution of training proposals. You will:

Collaborate with stakeholders including program managers and functional leads to develop and deliver training proposals that align with customer requirements and business objectives.

Lead multiple cross-functional teams to manage strategies, costs, schedules, and technical components for proposals ranging from $1M to $100M, generating approximately 15–20 proposals annually.

Support new business strategies by transitioning qualified opportunities through budget planning, offer development, proposal submittal, negotiations, and award transition.

Drive process improvements by identifying productivity initiatives and optimizing proposal development.

Engage with U.S. Government customers to provide updates on proposal status, lead proposal walkdowns, and address inquiries.

Take on strategic projects and stretch assignments to further develop program management expertise.

Experience in proposal management for government contracts, preferably within the defense or aerospace sector.

Knowledge of U.S. Government procurement processes and regulations.

Excellent communication and negotiation skills to engage with internal teams and external customers.

Basic Qualifications

PM Candidate and / or PMDP final rotation
Exemplary communication skills, both verbal and written
Knowledge of LM Proposal Development Process and tools
Experience generating TINA compliant FFP proposals
Ability to lead cross functional teams
Ability to effectively brief senior leaders, both internal LM and external customers
Experience building effective internal and external customer relationships
Experience developing statements of work, program schedules, and customer negotiations
Experience should include team leadership, manpower planning, task planning, and budget development
Secret Security Clearance
Willing to relocate
Willing to travel

Work Schedule Information

Lockheed Martin supports a variety of alternate work schedules that provide additional flexibility to our employees. Schedules range from standard 40 hours over a five day work week while others may be condensed. These condensed schedules provide employees with additional time away from the office and are in addition to our Paid Time off benefits.

Security Clearance Information

This position requires a government security clearance, you must be a US Citizen for consideration.
