PERSONNEL SECURITY SPECIALIST (FOREIGN SCREENING AND VETTING ANALYST)

DCSA’s Vetting Risk Operations (VROC) Expedited Screening Center (ESC) is looking for a Personnel Security Specialist to serve as a Foreign Screening Analyst with the ability to review and quality control risk assessments and ensure that they are ready for adjudication and personnel security actions. This position is located within the Expedited Screening Center (ESC), Adjudications and Vetting Services (AVS), Defense Counterintelligence and Security Agency (DCSA), Department of Defense (DoD). The ESC implements a centralized process for the screening and vetting of covered individuals requiring access to DoD and other U.S. government systems, facilities, personnel, and information.

This position requires the incumbent to access classified systems/material on a regular basis, and as such, the incumbent will be required to work in office.

The purpose of this position is to serve as a Foreign Screening Analyst within the ESC. To fulfill this duty, the incumbent could work anywhere within the ESC with duties ranging from research and analysis, quality, or case management.

The incumbent must identify, resolve, and refer potential foreign influence and foreign preference concerns for individuals during background investigations, security clearance adjudications, or fitness determinations.

The incumbent is responsible for reviewing and analyzing potential international criminal activities, espionage, terrorism, or other insider threat indicators and making risk assessments in support of personnel security decisions and actions.

The incumbent is responsible for the review and quality of ESC risk assessments to ensure that they are relevant and ready for adjudication or other personnel security risk management actions.

The purpose of this position is to serve as a Foreign Screening Analysts within the Expedited Screening Center. The incumbent is responsible for reviewing and analyzing potential international criminal activities, espionage, terrorism, or other insider threat indicators and making risk assessments in support of personnel security decisions. He/she is responsible for the review and quality control ESC risk assessments to ensure that they are relevant and ready for adjudication or other personnel security risk management actions. Identify, resolve, and refer potential foreign influence and preference concerns for covered individuals during background investigations, security clearance adjudications or fitness determinations.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GG/GS 12 in the Federal service and are prepared to take on greater responsibility.

Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Working in the fields of intelligence analysis, insider threat, counterintelligence, counterterrorism, cyber-threat, or all source analysis. Using classified and unclassified databases to research and analyze potential threats to national security. Drafting written products detailing potential threats to national security based on classified and unclassified sources.

Specifically you will be evaluated on the following competencies:

1. Vulnerabilities Assessment and Management: Conducts assessments on threats, hazards and vulnerabilities, determines the level of risk against missions, personnel, facilities, assets and resources. Develops and recommends appropriate mitigation countermeasures in operational and non-operational situations.

2. Problem Solving: Identifies and analyzes problems; weighs relevance and accuracy of information; seeks/generates and evaluates alternative perspectives/solutions; makes timely/ effective recommendations, based on potential implications of findings or conclusions. Critically evaluates to identify the causes of problems, and chooses courses of action that balance the interests of the mission and stakeholders.

3. Reasoning: Identifies rules, principles, or relationships that explain facts, data, or other information; analyzes information and makes correct inferences or draws accurate conclusions.

4. Writing: Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a succinct and organized manner; produces written information, which may include technical material that is appropriate for the intended audience.

5. Counterintelligence: Support activities that protect against espionage, other intelligence activities, sabotage, or assassinations conducted for or on behalf of foreign powers, organizations or persons, or terrorist activities.
