This position serves as Chief of the Counterintelligence and Export Control Section (CES) of the National Security Division (NSD) of the U.S. Department of Justice. CES investigates, prosecutes, and supervises cases affecting the national security and foreign relations of the United States, including espionage, violations of export control and sanctions laws, economic espionage, and foreign malign influence. DOJ requires that attorneys possess a law degree as well as well as possess an active Bar membership.

Applicants must possess a J.D. degree from a law school accredited by the American Bar Association, have at least 5 years of relevant post-J.D. experience, and be an active member of the bar in good standing a state, U.S. territory, the District of Columbia, or the Commonwealth of Puerto Rico. This position provides supervision and oversight of the Counterintelligence and Export Control Section, Advice and Counsel to Senior Leadership, Collaboration with Agency Partners, and Subject Matter Expertise.

Major Duties:

  • Serve as the senior leader, supervisor, manager, and advisor for the CES.
  • Provides executive leadership of CES and supervises a Principal Deputy Chief (GS-15) and Supervisory Trial Attorneys/Deputy Chiefs (GS-15) overseeing the substantive investigative and prosecution work of the section.
  • Performs the full range of administrative and technical supervisory, managerial, and authoritative functions to direct CES employees.
  • Provides expert executive-level advice, guidance, and support to the DAAG, PDAAG, and AAG on key mission-critical issues, initiatives, and agency responsibilities, including through significant daily interaction with Department leadership.
  • Represents the Section, Division, and Department in direct negotiations and discussions with other state and federal government officials and senior officials of major corporations including significant daily interaction with the Federal Bureau of Investigation (FBI).
  • Performs the full range of administrative and technical supervisory, managerial, and authoritative functions to direct CES employees.

MTQ 1: Demonstrated expertise and experience in federal criminal practice including investigation and prosecution, and in one or more of the following substantive areas of law: export control, sanctions, economic espionage, trade secrets, espionage, protection of classified information, or other national security related laws.

MTQ 2: Strong working knowledge of federal law enforcement, intelligence, and military agencies, and familiarity with key national goals, priorities, and initiatives relating to the enforcement of export control, sanctions, economic espionage, trade secrets, espionage, and other national security related laws.

Additionally, your demonstrated leadership ability and the evidence of the Executive Core Qualifications (ECQs) must be clearly shown in your resume. A separate narrative statement will not be accepted.

Note: Applicants who have completed the SES Candidate Development Program (CDP) and have had their ECQs certified by OPM must provide a copy of their certificate as part of their application. Candidates must still satisfy the MTQs of the position.
