This position is an Open Title 5 Excepted Service Non-Uniformed Personnel position, open to the Public and to Veterans following the MN National Guard Merit Placement plan.

This is an Excepted Service position in the MN National Guard. Membership in the National Guard is not required. Competitive service employees may apply however will be converted to Excepted service if hired. EDUCATION:
High school diploma or equivalent required, college degree in related field preferred.

A FAMILY PROGRAM SPECIALIST, GS-0301-9, 1. Serves as an assistant to the program director, advising on program needs for National Guard and reserve members with the goal of maximizing retention and readiness. Assists in the development, planning, and implementation of the Family Program, which includes readiness, volunteer management, and improving the quality of life and well being of members and families. This includes issues involving benefits, entitlements, scheduling events, missions, roles, and functions of the National Guard.
2. Performs a variety of clerical and administrative duties. Assists in planning, maintaining, and updating administrative systems and data management. Coordinates, prepares, and disseminates information to staff and units. Conducts or assists in conducting seminars, conferences, and workshops as appropriate. Conducts needs assessments to identify other programming needs or gaps in resources. Assists in developing and maintaining local community resource information and referral programs. Provides technical assistance to personnel publicizing quality of life and the Family Program. Conducts briefings and training for staff and units to stimulate interest, support, and provide necessary information.
3. Serves as representative at conferences and meetings. As required, prepares, explains, and defends budgets relative to congressional or programmatic guidance. Provides staff assistance to geographically dispersed staff to ensure the accomplishment of program objectives. Conducts staff assistance visits to ensure that policies conform to guidance, to assist and gather information for new initiatives, and direction. Provides technical interpretation and guidance. Makes recommendations to the program director on proposed programs and policies requiring modification to improve operational outcomes. Ensures all recommendations are in accordance with applicable guidelines, policies, and regulations. Prepares marketing materials and assists with program outreach, enhancing program awareness and opportunities for military connected and their families.
4. Plans and coordinates events to ensure adequate resources, logistical needs are supported, and training is conducted successfully. Assists with operational plans, manages associated products, and strategic communication plans. Coordinates with local community resource agencies, i.e., active duty installations, American Red Cross, and military health benefit administrators. Coordinates the state family youth program that addresses issues and concerns of youth related to Guard life and youth readiness and well being. Coordinates with local youth related organizations and agencies.

Performs other duties as assigned.

GENERAL AND SPECIALIZED EXPERIENCE QUALIFICATIONS REQUIREMENTS:
Experience, education, or training which provided a general knowledge of principles of organization, management, and administration. Experience using computer and automation systems including MS Office Suite 2016 or newer. Experiencing presenting to senior leaders.
Must have at least 24 months experience, education or training in any position that required compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Applicants must have experience providing technical guidance and assistance in the type of work or in comparable work of the position to be filled. Applicants must have a thorough knowledge and understanding of administrative procedures and practices of management. Experience developing administrative procedures.
Most Qualified:
1. Administrative support to a senior level executive and/or broad spectrum of programs
2. College degree in Business Administration, Human Resources, Project Management, or other related field
3. Experience with SAP/ERP systems
4. Logistical experience, preferably with coordinating community resources, movement of supplies to remote worksites, coordinator of volunteers for large scale events and resource distribution
5. Event planning, coordination, execution
6. Financial or congressional budget related experience
7. Experienced operating a class D truck and trailer
8. Content/Knowledge Management
Well Qualified:
1. Previous experience with Family Programs or subset of, to include R3SP, CASOPS, TAA, MFH or other related program
2. Previous volunteer experience with a Soldier and Family Readiness Group (SFRG), Key Partner/Spouse, Beyond the Yellow Ribbon (BTYR), or other military connected volunteer group
3. Content management, knowledge management, and/or information management
4. Defense Travel Administrator/Approver/Reviewer
5. Experience with government contracting and purchasing
6. Content Management, Information Management Officer, Army writing style and/or Memoranda drafting
7. Experience driving a class D truck and trailer
