Serves as a Program Analyst to support the Reporting team within the Background Investigation (BI) Business Analytics Office (BAO) responsible for managing dashboards and reporting products on BI metrics, analyzing data for trends, looking for improvements, and making recommendations Substitution of education may not be used in lieu of specialized experience for this grade level.

As a PROGRAM ANALYST (Data Analytics) you will be responsible for the following duties:

  • Provides significant contribution for multiple, complex initiatives associated to Business Analytics Office (BAO) efforts to develop and report executive level performance metrics, assess, and quantify Background Investigation (BI) operational initiative on tactical and strategic outcomes.
  • Directly involved in business process assessments, mapping, analysis, and implementation efforts to improve efficiency and effectiveness around BI processes and systems.
  • Creates, maintains, and/or improves methodology, techniques, and capabilities used to conduct studies and analyses.
  • Develops and maintains briefings, presentations, placemats, dashboards, maps, and other artifacts used to communicate mission-critical decisions to internal and external customers through various verbal, written, and graphical communication methods.
  • Responsible for all aspects of the assigned projects’ plan, design, pilot, and implementation to meet the goals and timelines of the effort, to include selection of analytical or research methodology and developing details of process or procedural approaches.
  • Coordinates efforts within BI mission areas and DCSA as appropriate for each initiative.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-11 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Creating and maintaining original reports utilizing reporting mechanisms (Excel, Dashboard Management Reporting System (DMRS), Tableau ) and maintaining and optimizing them for a Background Investigation (BI) and/or Personnel security program. Developing and evaluating quantitative metrics and reporting systems in support of Background Investigation (BI) and Personnel security programs evaluation and operational impact analysis. Supporting BI and Personnel security end-to-end projects — analytical modeling, working groups, process improvement — utilizing project management methodologies and processes. Utilizing data analytics tools, gathering, evaluating, analyzing and assessing the quality of the data to compile reports, briefings, and presenting findings to technical and non-technical audience.

Specifically you will be evaluated on the following competencies:
