This position is located at the USAID Annex, 500 D Street, SW, Washington, DC, in the Bureau for Global Health, Office of HIV/AIDS, Systems and Program Sustainability Division (SPS), The Health Workforce Branch (HWF), at the U.S. Agency for International Development (USAID).

BASIC REQUIREMENT(S): Degree: behavioral or social science; or related disciplines appropriate to the position.

OR

Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

OR

Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

Specialized Experience:
GS-13: In addition to the Education requirement and Selective Placement Factor, you MUST have one year of specialized experience is required that is equivalent in difficulty and responsibility to the GS-12 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include: a) Experience in compiling and assisting in the development of rigorous analysis and analytical methods for the monitoring and planning of workforce for health/HIV or other workforce specialization programs b) Experience in supporting the application of statistical and/or other social science methodologies to measure, achieve and sustain development goals for HIV/AIDS and/or other health programs c) Experience working with large datasets and supporting data collection and management regarding workforce for development such as for health or labor; d) Experience in generating content for stakeholders and stakeholders and advising in the planning and development of health or labor programs.

GS-14: In addition to the Education requirement and Selective Placement Factor, you MUST have one year of specialized experience is required that is equivalent in difficulty and responsibility to the GS-13 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include: a) Experience reviewing and or developing rigorous analysis plans and analytical methods for the monitoring and planning of workforce for health/HIV or other workforce specialization programs; b) Experience in applying statistical and/or other social science methodologies to measure, achieve and sustain development goals for HIV/AIDS and/or other health programs c) Experience monitoring the planning and conduct of large and/or cross-national data collection processes and data systems management regarding workforce for development such as for health or labor, and d) Experience in interpreting/expounding content for stakeholders and advising in the planning and development of health or labor programs.

This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to – and essential for – satisfactory performance of the job). Selective Placements Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration. SELECTIVE PLACEMENT FACTOR: Do you have analytical and programmatic experience in strengthening the health workforce related to HIV/AIDS and/or broader health programming within low- and middle-income country settings?

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.

CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities which clearly exceed the minimum requirements of the position. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned to the Silver Category or higher Category; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training.
